It was incorporated in 1959, combining the communities of Alvarado, Decoto, and New Haven. Alvarado was the original county seat of Alameda County, and the site of the first county courthouse is a California Historical Landmark.

According to the United States Census Bureau, the city has a total area of 49.9 square kilometers. As per the censusGR2 of 2000, there were 66,869 people, 18,642 households, and 15,696 families residing in the city and the population density was 1,341.2 per square kilometers.
